Easton in Gordano Parish Council - Draft Policy on donations and grants to charities and other bodies.
1.
From time to time the Council receives requests from charities and other organisations for donations or grants. As the Council's resources are wholly derived from public funds raised from the Council Tax payers of the Parish as part of North Somerset's Council Tax charge, the Parish Council has an obligation to ensure that any donation or grant made by it Is a proper donation or grant for the Council to make and Is generally In the Interests of the Parish. |

To ensure that all applications are dealt with fairly and In a consistent manner,, the Council has decided to adopt as its general policy in such matters the principles set out below. It is not intended that these principles should be applied rigidly but that they should be guidelines within which the Council can consider any application on an individual basis. |

Given that the Councit's resources are derived from its Council Tax payers, the Council will favour applications from local causes rather than appeals from national charities and other bodies. It will only consider making a donation or grant to a national charity or organisation If that charity or organisation can demonstrate that it Is active in the Parish and that there are a number of people in the Parish capable of benefiting directly from Its services currently or In the Immediate future. |

While the Council has the power to make donations and grants to support and assist local organisations, it would prefer all such organisations to be self financing and not to be reliant on hand-outs from the Council. Although this may not be realistic in every case, It does mean that the Council Is likely to look more favourably on applicants who can demonstrate that they have taken practical steps to address the funding needs of their activities on an on-going basis. It also means that the Council will be more Inclined to make a donation or grant for a specific purpose or project, where the costs and other sources of funding have been identified rather than a donation or grant to general funds. |

Applicants will be asked to produce evidence of the constitution of their organisation and their latest audited accounts where this Is appropriate. Where an organisation operates on an Informal or ad hoc basis the applicant will he asked to explain In writing what the purposes of the organisation are,, how it operates,, from where It obtained Its existing funds and how the use of Its funds is controlled and accounted for. |

Where any organisation Is seeking funds for a particular project, the Council will require the submission of a written application describing the substance and purpose of the project in sufficient detail to enable the Council to form an opinion about its merits without further enquiry. The application must also Include details of the anticipated costs to he Incurred and the steps taken or to be taken to secure the necessary funding.

7.
Where a grant or donation Is made to an organisation,, the Council will require that organisation to report in writing to the Council on the manner in which the grant or donation was used and where appropriate on the progress, success or other outcome of the project for which the grant or donation was made. |
